The State Labor Service clarified the conditions under which this is possible.

Work
Ukrainian employers have the ability to officially shorten the workweek or introduce additional days off. In certain circumstances, this may not affect the salary of employees.
This information was provided by the inspection department in the Zhytomyr region.
Current labor legislation permits enterprises to establish more favorable working conditions for their staff.
Specifically, an employer has the right to implement a reduced working schedule or grant extra paid holidays at their own expense. Although the standard workweek duration is 40 hours, a company can set a lower limit.
Will the Salary Change?
The State Labor Service emphasizes that if an enterprise officially institutes a shortened workweek, employees will continue to receive their full base salary or hourly rate.
“A reduced number of working hours in such a scenario does not impact the level of remuneration,” explained the specialists.
However, it is important not to confuse a reduced workweek with part-time employment.
If an employee works under conditions of a shorter working day or a shorter working week, their compensation is calculated proportionally to the time actually worked or the volume of tasks completed.
Such modifications must be properly documented. Typically, they are formalized in collective agreements or other internal company policies.
The primary requirement is that the new regulations must not infringe upon the labor rights of employees, and all adjustments must be officially recorded and communicated to the workforce.
Salary in Ukraine — Latest News
As a reminder, salaries for workers in the education and social protection sectors in Ukraine will be increased. The Cabinet of Ministers has allocated 6.6 billion UAH to regional budgets for financing educator salaries. Regions with lower budgetary revenues will receive greater support. For territories affected by military risks, the state will cover up to 80% of the expenses.
Furthermore, in the spring of 2026, the official average salary in Ukraine reached 30,000 UAH. However, according to expert Ruslan Chorniy, the real average salary, excluding payments to military personnel, is under 20,000 UAH. In local communities, this figure is even lower, ranging from 6,000 to 12,000 UAH.
