Simultaneously, the Ukrainian market offers several tariffs that allow for reduced payments if a subscriber meets age requirements or possesses a confirmed disability status.

Kyivstar’s Offerings
Kyivstar provides a distinct option for subscribers aged 60 and above, as well as for individuals with disabilities. The most economical package is “VSE RAZOM Comfort,” priced at 220 UAH per month. Verification of eligibility for these special conditions is required for activation.
The provider also presents more expensive contract tariffs. “VSE RAZOM Easy Contract” starts from 370 UAH monthly, “VSE RAZOM Cool Contract” from 450 UAH, and “VSE RAZOM Top Contract” from 750 UAH. Separately, “SuperGig” is available for 500 UAH per month.
lifecell Conditions for Seniors
At lifecell, the special “Turbota” tariff can be activated by subscribers aged 55 and over, following identity verification. The monthly fee is 190 UAH, and the operator has committed to maintaining this price until the end of 2027.
This package includes unlimited calls within the lifecell network, 1,000 minutes to other Ukrainian numbers, 20 GB of mobile internet, and unrestricted traffic for certain popular applications.

Vodafone’s Least Expensive Package
Vodafone does not feature a separate tariff specifically for pensioners or other age demographics. The most accessible among its current offers remains the contract-based “Flexx GO” at 350 UAH per month.
This plan includes unlimited calls within the Vodafone network, 500 minutes to mobile and landline numbers across Ukraine, 25 GB of internet, and access to a selection of digital services.
Reasons for Mobile Service Price Increases
Operators attribute price adjustments to the costs associated with maintaining networks during the full-scale war. Companies are investing in generators, batteries, backup power for base stations, and repairing infrastructure damaged by Russian attacks.
PSM editorial team notes that while special tariffs can significantly lower regular expenses, selecting one should involve evaluating not only the price but also the data allowance, call minute volume, and activation terms. The most advantageous offer ultimately depends on the subscriber’s specific usage patterns.
It is also advisable to verify the tariff’s current validity and the necessary documentation for switching before finalizing the subscription.
