The construction of a reserve heating network in Teremky is one of the directions for creating a backup heat supply in Kyiv. The new network will allow, if necessary, to switch to a backup heat source for about 200,000 residents of the Holosiivskyi district (i.e., in case the main source is damaged).
The heating network is being laid in accordance with a single approved project, which has undergone state expertise. According to the acting first deputy head of the Kyiv City State Administration (KCSA), Petro Panteleev, this particular option is the most acceptable in terms of the scope of reservation, implementation timeline, and cost. He announced this during a briefing on the implementation of the Kyiv City Resilience Plan, responding to public outcry over the mass felling of trees due to construction.
“The creation of backup heating systems is one of the key areas in Kyiv’s Resilience Plan. This is a matter of national importance, as it concerns providing heat to two hundred thousand residents. The conditions of wartime, unfortunately, are strict and categorical: we must achieve the maximum result with minimal expenditure of funds and time. The pipelines in Teremky are being laid according to the single approved project documentation. There are no other developed, let alone approved, projects for which funds would be spent. The removal of trees in the construction zone of the heating network is a forced measure that will allow for the laying of an alternative heat pipeline for the Teremky-1 and Teremky-2 microdistricts in the shortest possible time. Currently, no other engineering corridor exists for laying this heating network,” stated Petro Panteleev.
He noted that the technological concept of the project began to be developed even before the full-scale war. At this stage, specialists studied possible options for laying the network, conducted research, and expert consultations. At the same time, the network laying options, which are now referred to as separate alternative projects in various public sources, were actually design solutions that were processed at different stages of the development of the current project. They did not have separate approved design documentation, and no budget funds were spent on their implementation.
“The possibility of laying the network through other so-called engineering corridors, in particular Teremkivska Street, was studied. Technically, it is impossible to lay these networks under Teremkivska Street, as sewage, water supply, and electrical cables are already running there. Furthermore, two main lines with a diameter of almost one meter cannot be placed there while maintaining technological requirements, including insulation,” commented the acting first deputy head of the KCSA.
He emphasized that after the completion of construction work, the territory will be put in order. The project involves the restoration of landscaping and the green zone, including the creation of a park or square and the maximum possible restoration of trees.
