The Supervisory Board of the Energy Efficiency Fund has passed a resolution enabling HOAs that joined the “Energy House” program before the full-scale invasion to complete their comprehensive energy modernization projects, as reported on the Fund’s website.
From now on, HOAs that applied to participate in the “Energy House” Program before February 24, 2022, and are implementing package “B” measures, can finalize their project after completing one or two mandatory measures: external wall insulation and/or roof insulation. Other measures within package “B” are not obligatory for this category of participants.
Package “B” (comprehensive) includes all measures from package “A” (primarily modernization of the building’s engineering systems), if they haven’t been implemented before, as well as thermal insulation of building structures: walls, roof, attic, basement.
The adopted amendments are intended to support HOAs whose project implementation was complicated or halted due to the full-scale war and to create conditions for the successful completion of comprehensive energy modernization for these apartment buildings.
The decision came into effect on July 23, 2026.
As stated on the Energy Efficiency Fund’s website, the acceptance of new applications for the “Energy House” and “VidnovyDIM” programs has been temporarily suspended since April 22, 2026, for technical reasons related to adapting the programs to the requirements of the Ukraine Facility. Additionally, due to resource limitations, the acceptance of new applications for the “GreenDIM” program has also been temporarily suspended since April 4.
