Kyiv Mayor Vitali Klitschko has officially appealed to the Prime Minister of Ukraine, Serhiy Koretsky, requesting assistance in the prompt adoption by the Cabinet of Ministers of a decision to transfer Hostynnyi Dvir on Kontraktova Square to the ownership of the Kyiv territorial community. This national monument has been in a state of disrepair for many years and continues to deteriorate. A significant portion of the structure remains unconsolidated. Furthermore, the lack of proper waterproofing and the shallow depth of the capital’s metro lines beneath it pose additional risks to this prominent Podil landmark as well as to a crucial element of the capital’s transportation infrastructure.
In his address, the Mayor of Kyiv emphasizes that further delays could lead to an even greater deterioration of Hostynnyi Dvir’s technical condition. Currently, the monument primarily requires urgent anti-emergency and conservation measures to halt its decay. The subsequent stage involves preparing the necessary scientific and design documentation, followed by comprehensive restoration.
The capital possesses the required financial resources and expert capabilities to undertake the initial anti-emergency and conservation work, prepare the scientific and design documentation, and proceed with the comprehensive restoration of Hostynnyi Dvir. Following restoration, the building is intended to be utilized strictly for its designated purpose – as a modern, multifunctional cultural space in the heart of historic Podil.
To achieve this, the city needs to be legally empowered to invest its own resources into the monument. Full commencement of these works is contingent upon the transfer of Hostynnyi Dvir into communal ownership and its assignment to the appropriate municipal custodian.
Discussions with the Government regarding the transfer of Hostynnyi Dvir to Kyiv have been ongoing since 2017. It was in that year that the Kyiv City Council consented to the gratuitous acquisition of the building into the communal ownership of the capital’s territorial community. Since then, the city has repeatedly raised this issue with the Government and central executive bodies.
Notably, in October 2024, Vitali Klitschko appealed to the then-Prime Minister of Ukraine, Denys Shmyhal, requesting him to instruct the Ministry of Economy and other central executive bodies to process a draft government decree on the transfer of the building to the ownership of the Kyiv territorial community and submit it for the Cabinet of Ministers’ consideration.
This matter now requires a final decision at the state level.
