Ukraine’s Ministry of Social Policy, Family, and Unity has commenced the groundwork for winter assistance programs targeting vulnerable populations for the 2026–2027 season, actively seeking funds from international partners through governmental financial instruments.

Among these initiatives is the Humanitarian Account, a mechanism that facilitates the pooling of donor humanitarian resources with the capabilities of the state’s social protection system. Previously, over 8,700 families in nine frontline regions raising children with disabilities of subgroup A received aid amounting to 6,500 UAH from UNICEF via the Humanitarian Account.
Matters concerning preparations for the winter period were discussed during a meeting attended by representatives from the United Nations Children’s Fund (UNICEF), the UN High Commissioner for Refugees, diplomatic missions, and international partners, chaired by the UN Resident Coordinator and Humanitarian Coordinator in Ukraine, Matthias Schmale.
The Ministry presented its winter support programs, which are designed to provide assistance to the most vulnerable segments of the population residing in frontline communities.

Ukraine’s Minister of Social Policy, Family, and Unity, Denys Ulyutin, emphasized that preparations for winter must commence well in advance to ensure that individuals receive support before the heating season begins:
“Russia continues its terror against peaceful Ukrainians, striking residential buildings and civilian infrastructure. We understand that the upcoming winter will be no less challenging than the previous one, which is precisely why we are preparing now. Our objective is for people to receive the necessary support in October, rather than when winter is at its peak.”
The preparation for the winter season stands as a key priority for social policy in the coming months, and effective coordination among the state, international organizations, and donors will enable timely support for those most in need.
